Chapter 1: Midnight Signal

The rain came down in sheets over the District, washing the grime from the monuments and turning the streets into mirrors. From her seventh-floor window, Elena Ramirez-Hale watched the capital blur and smudge, the lights of passing cars bleeding into the pavement like wounds that wouldn't close.

She hadn't slept in thirty-one hours.

The coffee in her hand had gone cold an hour ago. She drank it anyway, the bitter sludge a penance for the choices that had led her here. Behind her, the war room hummed with a low, electric tension—phones ringing, keyboards clattering, the murmured cadences of agents trying to sound busy when they didn't know what to do next.

No one knew what to do next.

The indictment had landed at 4:07 AM Eastern. Governor Emilio Castañeda of Sinaloa, charged with drug trafficking, conspiracy, and money laundering. The press release had gone out at 5:00 AM, and by 6:00, the cable news networks had turned the story into a feeding frenzy. By 7:00, the Mexican government had issued a statement calling the charges "baseless and politically motivated." By 8:00, the cartel had responded the only way it knew how.
